users can`t join A/V chat - ray suite 3.5.3 + dolphin 7

I have dolphin 7 site and using free ray suite 3.5.3 for more than 6 months. I tried to upgrade dolphin to 7.02, but after upgrade failed I restored site from backup (copy of files and database restore from db backup). After restoration, users cant stay in chat. Chat opens for users, user can see list of room and try to join them, but they are removed from room instantly (user joined room, user left room). Administrator account can normally login to chat, create rooms....
When administrator is logged in, i see membership level setting which is unusable. in drop-down menu of membership level setting i see only current value (11) and empty list. Does anyone know location of file where membership levels are stored?

I tried to disable User Types option in A/V chat settings, but after save options stays activated. i tried all values for default user type in A/V chat settings and that didn't helped at all. In db table RayChatProfiles, all users except admin have Type full.

Please help me if you know any solution for this problem.

Please, if you have any idea how to fix this problem, help me. For more than a week only admin can join chat.
