Orca forum script will work independent or not?

why this doubt because

i have installed orca

but no admin to add categories and forums

If anyone know help me

Suggestion - if you want an independent forum, use vBulletin or some other fully mature (code developed) script. Outside of Dolphin use - I don't think using Orca is a great idea. Even inside Dolphin, we prefer other scripts due to several technical reasons.
