    Default HTML frameset

I'm curious to know if I can add this to my header file as i'd like it at the top. Basically it's just a link but i need it to be a frameset. According to the instructions:

To put the on your site, simply create a frameset with the bottom frame being exactly 44 pixels tall and point it to this address: http://weburl.html I"ve tried creating this but no luck. Obviously that is not hte URL but didn't know if I can post it.
