please advise me about the requirements for uploading videos in dolphin.

I am using ver 5.3, i can upload video using a registered account, but other users cannot download the file. and even the one who uploaded the video could no longer downloaded it after he signed out and sign back in. (i mean there's no link in the user's cp like download and view video, this link existed during the time the user uploaded the video.---)
