I consider this a bug, or at least a "non-feature" that in the default install - this is enabled by default.

Promotional membership should not be enabled by default - and the standard membership given more rights - since having promotional membership enabled with a roll back to standard in 7 days (as they have it setup) does nothing but confuse admins and users who are not familiar with the promotional membership system and process.
